The option to "allow display of price history on public consumer sites" only applies to the current listing and does not impact historical off-market listings.
For example, if the current listing undergoes a price change, that change would not be displayed on public-facing sites if the seller selected not to display price history publicly. Historical off-market listing data, however, would not be affected by this setting.
